The name EUPL refers to the licence steward (as the licence is proposed and promoted by the European Commission) and to the European Union law, which is applicable in case the licence needs interpretation, but as an open source licence the EUPL can be used anywhere in the world and by anyone (not just by people or entities located within the EU).
